Opinions Needed
I am currently part of MIT's Rideshare consortium. They called me up one day and invited me to come out and speak. I, of course, agreed to be part of it but could not spend the money to fly to Boston, get a hotel and speak considering RideSearch has now been delegated to a hobby that makes no money.
So anyways I get a newsletter from them and apparently the state of massachusetts is looking for an online ridematching service. They are asking for a RFP(request for proposal) from interested parties. The problem I see is the fact that I have no budget for getting millions of dollars of insurance. If you want to read it go here:

What do think? Should I even try to submit some kind of proposal? As usual there are about 15 other companies that will be submitting so chances are unlikely from the beginning. Thoughts?
